A suspected NPA sympathizer was arrested by elements of 22nd IBPA led by Sgt. Danilo Dimayo in Brgy. Bibirao, Daet, Camarines Norte, on December 21, 1983. The identified arrested victim was Roberto A. Mabeza, 55, married.

According to Roberto's son, Francisco, a group of 22nd IBPA elements went into their house on December 21, 1983, at around 7:00 in the evening. The group then arrested his father Roberto without any warrant. Roberto's wife, Dominga, asked the army soldiers why they were arresting her husband. The soldiers answered by saying all of them are NPA sympathizers, and they have reports proving that sometimes the Mabeza family was harboring rebels inside their house.

After arresting Roberto, the soldiers went inside their house and ransacked all their belongings. After a while the soldiers claimed they had found subversive documents. They then brought Roberto to the 22nd IBPA HQ , in Tulay Na Lupa, Labo, Camarines Norte. After the soldiers left with his father, Francisco sought the help of the barangay captain and reported the incident. However, Brgy. Captain Pelepe Kasalo did not help them.

Together with his mother, Francisco went to the 22nd IBPA HQ. to follow up his father. At the camp, Master Sgt. Ornedo denied having with them his father Roberto and they have nothing to do with the arrest.   From thereon, Francisco and his mother Dominga failed to locate Roberto. They decided to keep silent and just pray that someday Roberto will home alive.
