PROSPERO OLAGUER, 48, married, a tailor and resident of Malipo, Guinobatan, was arrested on 8 December 1991, this time on the suspicion of being the "doctor" of wounded rebels.

The day before that, one Jacinto Opena was illegally arrested in Sitio Gumian by scout rangers. At around 11:00 in the morning of 8 December, starting out from Gumian to Sinungtan proper, the Rangers, with Jacinto in tow, chanced upon a group of about eight alleged NPAs in the outskirts of Brgy. Balete, also of Guinobatan town.

The troopers fired upon the group who were, at that time, cooking their meal in a deserted house. The firing resulted in one alleged NPA killed while the others escaped, leaving behind Prospero Olaguer. The troopers suspected him to be the "doctor" of the wounded rebels.

The military men brought Prospero, Jacinto, and the body of the lone casualty to Sinungtan that same day. On 9 December, the two captives were brought to Barangay Malipo. The Malipo barangay captain recognized Prospero. He also recognized Prospero's captors as scout rangers whom he is familiar with. Lansang has been assigned to the area for some time then.

Prospero's sister, Remedios Odsinada, learned of her brother's capture at around 5:00 in the afternoon of 8 December. The day after that, she went to Malipo Elementary School with Lauro Macandog. She was allowed to talk with her brother. That was the last time Remedios saw Prospero, as that afternoon, captors and captives left Malipo. Since then, Prospero's family had no further information about his whereabouts—where he was kept, whether or not he was still alive.

A local contact, however, confirmed that sometime on 11 December, he saw Prospero and Jacinto in Mauraru, Guinobatan, where the Scout Rangers set up a checkpoint. On 12 December, Remedios, accompanied by Lauro Macandog, went to the Binogsacan patrol base in Guinobatan.

They then proceeded to the Villahermosa training center in Daraga, Albay, to gather information that would lead them to finding Prospero. Both attempts yielded nothing. To this day, Prospero remains missing.
