Nancy Canua and Arlene del Rosario were arrested by the military on December 26, 1990, in Apad, Ragay, Camarines Sur. In a letter dated 8 January 1991 and addressed to the commanding officers of seven military detachments in Camarines Sur and Camarines Norte, Eduardo and Norma Canua earnestly requested assistance in locating the whereabouts of their daughter, Nancy.
They have been informed that Nancy was arrested by military authorities on 26 December 1990 within the Camarines Sur and Camarines Norte areas. They were further informed that the arresting officers may have been under the jurisdiction of any of the military detachments in Camarines Sur, namely Tambo-Pamplona, Pamplona, Libuanao, Sipocot, Ragay, Apad-Ragay, and Tulay na Lupa, Labo, in Camarines Norte.
They have taken the initiative to locate Nancy, their efforts all in vain.
They stated in their letter that they do not intend to question the legality or propriety of the arrest of their daughter but seek only to know her whereabouts, expressing their concern over her safety. Nancy has left with them her two children, ages five and seven.
One other letter written by Danilo C. Dela Torre, dated 21 January 1991 and bearing the letterhead of the Presidential Commission on Good Government, Office of the President, was addressed to the Commanding Officer of the Philippine Army in Apad, Ragay, Camarines Sur. In the letter, he requested that assistance be extended to the Canua couple and Emilio del Rosario, brother of Arlene del Rosario, in locating the two missing women believed to have been arrested together on 26 December 1990.
Dela Torre also sent a handwritten letter to the Municipal Hall of Ragay, Camarines Sur, requesting all possible help to be extended to the Canuas and del Rosario when they proceed to the army camp in Apad in search of Nancy and Arlene.
