Tarlac
Maximo Mesina Jr., a.k.a. Jun, single, a public relations officer of the Alyansa ng mga Magbubukid sa Gitnang Luzon (AMGL), and resident of Conception, Tarlac, was reported missing, together with Felix Demetui, since January 2, 1990. They were allegedly abducted by elements of the 181st PC Coy based in Camp Macabulos, Tarlac, Tarlac.  According to the witness, at around 11:30 – 12:00 noon on January 2, 1990, he saw Maximiano and Felix hurriedly going out of the back gate of the Philippine Rabbit Bus Lines terminal along M.H. Del Pilar St., Tarlac, Tarlac. Then he noticed an unidentified man in plain clothes closely following them. He sensed something was wrong, so he decided to follow covertly. When Jun and Felix took turns on C. On Santos St., they were apprehended in front of the Mercury drugstore. The man following Jun and Felix earlier joined them and then brought back the two victims at the corner of M. H. Del Pilar and C. Santos, Sts. Near the marketplace. Stunned and frightened, the witness was not able to follow up later; instead, he went back to their office and reported the incident and later to the office of the Task Force Detainees of the Philippines (TFDP).  The victim’s families, assisted by the TFDP staff and some friends, went camp hopping to different military camps in Tarlac as well as to the regional and national headquarters. Because their search yielded no positive results, they filed a petition for a writ of habeas corpus on January 8, 1990, at the Supreme Court.  Despite this, the whereabouts of Jun Mesina and Felix Dimitui were still unknown.
