Lauro V. Velasquez  35 years old, married and a businessman was abducted by military agents.  On April 22, 1989, the victim was believed to have visited a certain Pellas couple. While he was walking along the diversion road of Sta. Cruz, Naga City, he was suddenly apprehended by unidentified plainclothesmen.

Later, on April 25, 1989, the Pellas couple were likewise arrested by the same group and were detained at the camp of the 244th Philippine Constabulary/ Integrated National Police (PC/INP) Command based in Naga City.  On May 14, 1989, Irene, Lauro's sister went to the 244th PC/INP camp in an effort to locate her brother. Instead, she was able to talk to the detained Pellas couple. The couple informed her that indeed, Lauro went to their house on April 22 at around 1:30-2:00 in the afternoon. Irene however was not able to see her brother in the camp.

On May 31, 1989, Irene was able to get a referral from the mayor of Naga City and went back to the 244th PC/INP camp. When she was being investigated by an intelligence group, a commading officer arrived and asked why was Irene there. The latter answered that she was looking for her brother Lauro Velasquez. The captain replied that Lauro was an NPA member that was captured.

A month later, an informant revealed to Irene that Lauro was turned over to another military command in Pili, Legaspi City.   From thereon, the victim never appeared again.
