Jose Alto, a two-time ex-political detainee, was abducted by four unidentified men (believed to be military agents) on November 27, 1980, at 12:00PM on the Herbosa Street corner, Carlos Garcia Street, Tondo, Manila.   

According to the witness, she was on her way to the market located at Pritil Street, Tondo, Manila, when she saw Jose Alto standing at Herbosa Street cor. Carlos Garcia Street: A white car stopped in front of Jose, and two unidentified tall men with short hair came out of the car and approached the victim. One of the men put his hand to the victim's shoulder and instructed Jose to go inside the car. The victim went inside the car without any struggle, according to the witness. The car exited towards Pritil Street. Jose Alto was wearing fatigue shorts and a sky-blue t-shirt at the time of abduction.

Jose Alto was arrested in 1974 for violation of P.D. 1081 or martial law and was released on December 12, 1974, with a PLEDGE OF ALLEGIANCE to the government. He was re-arrested in 1975 in Tondo, Manila, and detained in SEG (Security and Escort Group) PC/INP Jail Camp Bagong Diwa, Taguig, Metro Manila, and released on July 20, 1979.

Up to this date, Jose Alto's whereabouts are still unknown; his mother, Mrs. Presilla Alto, is already dead, while his sister, Violeta Alto Magtangob, continues to find justice for her brother Jose Alto.
