Isabel Ramos was arrested by the PC while visiting a friend on suspicion that she was a member of the New People's Army (NPA). On September 15, 1981, the Philippine Constabulary (PC) raided Sto. Rosario, Sta. Ana, Pampanga, that led to the arrest of Isabel. She was detained in the PC stockade. On the 3rd day of her detention she was visited by her sister and was allowed to talk to her for 15 minutes. On September 21, 1981, she was visited again by her relatives and mentioned to them the possibility of her being transferred to Camp Olivas. While talking to her, her sister got a glimpse of 2 other male detainees inside the detention cell. On September 24, 1981, Isabel's sister visited her again in the stockade, but they were not able to talk to her or see her. Three days later (Sept. 27), she returned again but was told that Isabel and the two other detainees were already released on the 24th. She was never seen again.
