Carlito Caluag, a resident of Panasuhan, Malolos, Bulacan, was last seen on July 2, 1991.  At around 11:30 in the morning of July 2, 1991, elements of the Citizens' Armed Forces Geographical Unit abducted Carlito in front of Emy's Butong Pakwan store located in Barasoain, Malolos, Bulacan. According to an investigation conducted by the victim's mother, Carlito was abducted because of his involvement in a progressive organization. He was a suspected sympathizer of the New People's Army rebels.   Furthermore, based on the certification executed by the municipal mayor of Malolos, Bulacan, the victim was widely known as a member of a progressive organization named Samahan ng Bayan. This could have been the motive behind the abduction of Carlito, the mayor insisted.   Efforts to locate Carlito did not succeed. Local officials in Malolos were not supportive nor have done something to help the Caluags. Carlito was never seen again. His mother, Felicidad, believes otherwise; her son could have been killed already and buried somewhere to silence him forever.
