On November 9, 1982, a suspected NPA rebel was forcibly taken from his residence by elements of the 60th IBPA in Brgy. Pambuhan, Mercedes, Camarines Norte. The identified victim was Benjamin Bilmen, married and a farmer.

According to his wife, Maria Guadalupe, at around 11:00 in the evening, a group of army soldiers led by Sgt. Arcayaga suddenly woke them up by knocking at the door of their house. Benjamin opened the door to see the people outside when the soldiers forcibly grabbed him out of his house. The soldiers brought Benjamin with them and disappeared in the dark of the night.

The next morning, Maria Guadalupe, wife of Benjamin, sought the help of the barangay captain. The captain helped her by conducting an investigation of the incident. He then went back to Maria Guadalupe and reported that he confirmed the incident by saying that Benjamin was taken by elements of the 60th IBPA on suspicion that he was a member of the NPA rebels.

The family of Benjamin went on to search for him in the army detachment but failed to find him. Benjamin was never seen again.
