Armando Cedro Sr., an organizer of the Kongreso ng Pagkakaisa ng Maralitang Taga-lunsod (KMPL), was abducted by six unidentified armed men believed to be members of the operatives of the RIOU-NCR in his residence at 357 Northbay Boulevard, Navotas, Metro Manila, on July 14, 1988, at around 5:30 in the afternoon.  The six men in civilian clothes, armed with .45 caliber pistols and Armalite rifles, were aboard six cars without plate numbers and barged into the victim's house. They right away punched, handcuffed, and blindfolded Armando. He was later dragged into one of the vehicles.

His son narrated that one of his father's captors pointed his Armalite rifle at him. The arresting team was accompanied by a hooded man who was presumed to be a vigilante member. The group entered the victim's home without identifying themselves nor presenting any arrest, search, or seizure warrants.

Community residents and onlookers were also threatened and ordered to move away and keep quiet.

The family and friends, led by Flora, the victim's wife, had gone to several military camps and police stations in an effort to trace the whereabouts of Armando Sr., but they yielded negative results.

Two newly released political detainees confirmed to Flora on July 23, 1988, that they saw Armando Sr. in one of the detention cells of the RIOU on July 20, 1988. According to Tayam, he even had a short time to talk to Armando and asked him what his case was, in which the latter answered, "I was suspected of being a member of the Sparrow Unit of the New People's Army (NPA)." Their confirmation was based on the picture of the victim shown to them.

Armando's involvement in the KMPL and being suspected as a member of the NPA's Sparrow Unit could strongly be the motive of this abduction and disappearance up to the present.
