Tondo
A high school student was abducted by two police elements in Tondo, Manila, last March 23, 1988. Declared missing after his abduction was Angelito Joaquin, student and resident of 1745-C. F. Varona St., Tondo, Manila.  Angelito Joaquin was walking home together with his two classmates, Jesus Lina and Paquito Hanniba, when a plainclothesman riding in a pedicab who introduced himself as a policeman grabbed and dragged Joaquin inside the pedicab. The policeman told Joaquin's classmates to follow him up at the "headquarters."  Prior to the incident, Joaquin's classmates said they saw Patrolman Gilberto dela Cruz, a neighbor of Joaquin talking with the abductors and pointing to Angelito.

On that day, Laureana Joaquin, mother of Angelito,Joaquin, went to Precinct 1 Police Station in Tondo, Manila, and saw Gilberto dela Cruz inside the station. Laureana asked Gilberto the whereabouts of her son. But Gilberto replied, "Why ask me of your sons' whereabouts? I have nothing to do with it."

Angelito is an active member of the Kabataan para sa Demokrasya at Nasyonalismo (KADENA), a youth progressive organization reported by military authorities as a front youth organization of the Alex Boncayao Brigade (ABB). Angelito Joaquin's half brother. Roberto Pascual Sr. was tagged by police authorities as one of the ABB leaders in Metro Manila.

The case was referred to CHR. A complaint before the National Police Commission was filed by Laureana Joaquin against Pat. Gilberto dela Cruz on March 29, 1988. But until now, Angelito remains missing.
